Vietnam proposes measures to foster Mekong-Lancang cooperation in post-pandemic recovery

Vietnam’s Minister of Foreign Affairs Bui Thanh Son has recommended four measures for beefing up the Mekong-Lancang Cooperation (MLC) to promote growth and sustainable development from the COVID-19 pandemic.

Minister Son was speaking at the seventh MLC Foreign Ministers’ Meeting held in Bagan, Myanmar on Monday, centered around 'Solidarity for Peace and Prosperity.' 

The event was attended by foreign ministers from the six member countries of the MLC mechanism, including China, Cambodia, Laos, Myanmar, Thailand, and Vietnam. 

Participants highly appreciated the MLC’s recent contributions to regional cooperation and development, especially amid the complicated developments of COVID-19, and discussed coordination in organizing the second MLC Ministerial Meeting on Water Resources in Vietnam this year.

In this context, the Vietnamese diplomat delivered a speech proposing four major measures to make the MLC more effective.

He firstly mentioned the need for cooperation in boosting economic recovery and resilience from the pandemic, and strengthening customs cooperation and trade facilitation in order to solve goods congestion and ensure the free flow of goods and services in the region.

Second, it is necessary for mutual support among member countries in climate change adaptation and the transition to a green economic model, including clean energy development and climate-smart agriculture.

He also called for stronger cooperation in managing and using water resources in a sustainable manner, strengthening consultation and dialogue on water resource development plans, increasing the sharing of hydrological and meteorological data and hydroelectric dam operations, and expanding coordination between the MLC and the Mekong River Commission.

Việt Nam đề xuất các biện pháp thúc đẩy hợp tác Mekong-Lancang trong phục hồi sau đại dịch

Bộ trưởng Bộ Ngoại giao Việt Nam Bùi Thanh Sơn đã khuyến nghị bốn biện pháp nhằm tăng cường Hợp tác Mekong-Lancang (MLC) nhằm thúc đẩy tăng trưởng và phát triển bền vững từ đại dịch COVID-19

Bộ trưởng Son đã phát biểu tại Hội nghị Bộ trưởng Ngoại giao MLC lần thứ bảy được tổ chức tại Bagan, Myanmar hôm thứ Hai, xoay quanh vấn đề 'Đoàn kết vì Hòa bình và Thịnh vượng.' 

Sự kiện có sự tham dự của các ngoại trưởng từ sáu nước thành viên của cơ chế MLC, gồm Trung Quốc, Campuchia, Lào, Myanmar, Thái Lan và Việt Nam. 

Các đại biểu đánh giá cao những đóng góp gần đây của MLC đối với hợp tác và phát triển khu vực, đặc biệt trong bối cảnh COVID-19 đang diễn biến phức tạp và thảo luận về việc phối hợp tổ chức Hội nghị Bộ trưởng MLC về Tài nguyên nước lần thứ hai tại Việt Nam trong năm nay.

Trong bối cảnh đó, nhà ngoại giao Việt Nam đã có bài phát biểu đề xuất 4 biện pháp chính để MLC hoạt động hiệu quả hơn.

Trước tiên, ông đề cập đến nhu cầu hợp tác trong việc thúc đẩy phục hồi kinh tế và khả năng chống chọi với đại dịch, đồng thời tăng cường hợp tác hải quan và tạo thuận lợi thương mại nhằm giải quyết ùn tắc hàng hóa và đảm bảo dòng chảy tự do của hàng hóa và dịch vụ trong khu vực.

Thứ hai, cần có sự hỗ trợ lẫn nhau giữa các nước thành viên trong việc thích ứng với biến đổi khí hậu và chuyển đổi sang mô hình kinh tế xanh, bao gồm phát triển năng lượng sạch và nông nghiệp thông minh với khí hậu.

Ông cũng kêu gọi hợp tác mạnh mẽ hơn trong quản lý và sử dụng bền vững tài nguyên nước, tăng cường tham vấn và đối thoại về các kế hoạch phát triển tài nguyên nước, tăng cường chia sẻ dữ liệu khí tượng thủy văn và hoạt động của đập thủy điện, đồng thời mở rộng phối hợp giữa MLC và sông Mekong Nhiệm vụ.
